Oxford Science Enterprises (OSE) has appointed Dr Jeffrey Moore as Senior Partner and Head of Life Sciences, bringing more than two decades of international biotech investment experience to an organisation focused on turning Oxford research into commercial companies.
Moore joins OSE from Boston-based MP Healthcare Venture Management, where he served as president and led early-stage investments from scientific discovery through to exit. His appointment comes as OSE looks to build on strong momentum across its Life Sciences portfolio, including the acquisition of OSE-backed Dark Blue Therapeutics by Amgen in a deal worth up to $840 million. OSE is an independent investment company and venture builder working in partnership with the University of Oxford to identify promising academic research, provide investment and build companies around emerging technologies. The organisation says it has created more than 50 companies and worked with more than 300 co-investors, with its broader portfolio spanning Life Sciences, HealthTech and Deep Tech. OSE’s Life Sciences team focuses on breakthrough therapies, enabling platforms and precision and personalised medicine.
For the pharmaceutical sector, Moore’s appointment is significant because early investment can determine whether promising academic discoveries progress towards commercial development. His experience includes backing university spinouts such as Covagen, which was acquired by Johnson & Johnson, and Cambridge-based Trimtech Therapeutics, which raised £36 million in June 2026.
Moore holds a DPhil from Oxford and an MBA from MIT, giving him both scientific and commercial experience relevant to OSE’s model. He has also worked with companies that have progressed towards pharmaceutical acquisitions and public markets, providing experience across the different stages of biotech company development. OSE said his role will include leading the strategy and growth of its Life Sciences investments while strengthening links between Oxford’s spinout pipeline and international co-investors.
The appointment also follows a period of wider growth for Oxford’s commercialisation ecosystem. OSE says it has raised more than £850 million from global investors, while it and its co-investors have invested more than £3 billion across its companies. The organisation’s approach combines early-stage capital with venture-building support, creating a route for researchers to move beyond discovery and develop businesses around potentially transformative science.
For the sector, Moore’s appointment highlights the growing importance of specialist investment expertise in converting academic life-sciences research into commercially viable businesses. For the UK pharmaceutical ecosystem, stronger links between universities, venture capital and global industry can help promising technologies progress towards development, partnerships and ultimately new treatments.
